Budget 2025 introduces a range of reforms and incentives targeting both individuals and businesses across various sectors. For individuals, a 2% tax on annual dividend income exceeding RM100,000 will be implemented from the year of assessment (“YA”) 2025, while the exemption for foreign-sourced income received by residents will be extended until YA 2036. For businesses, industries such as integrated circuit design, logistics, and ESG-focused sectors will benefit from several new tax incentives. Additionally, from May 2025, the scope of sales tax will be expanded to include non-essential imported goods, and service tax will be extended to include business-to-business services. Following the launch of the National Climate Change Policy 2.0 on 30 September 2024, the Ministry of Natural Resources and Environmental Sustainability of Malaysia issued a Consultation Paper on 4 October 2024, inviting public feedback on the proposed Climate Change Bill (“RUUPIN”) with a one-month window for submissions. When passed, the proposed RUUPIN will become Malaysia’s first climate change-related legislation. This serves as an opportunity for corporations and businesses, who will be affected by the legislation, to have a say on the proposed RUUPIN.
