United Allied Empire Sdn. Bhd. (UAE) is a Chinese-owned company which had over the years purchased and amalgamated several pieces of land in Kuala Selangor to become an integrated development land. In the development plan, having taken into account the population density, UAE made provision for a mosque reserve measuring 1 acre. Jabatan Agama Islam Selangor (JAIS), the Religious Department of Selangor used the Land Acquisition Act 1960 to request the Selangor State Authority to acquire its entire parcel of land measuring 26 acres purportedly to build a mosque and paid very low compensation. Rosli challenged the low compensation. Rosli also mounted a judicial review challenging that the forcible acquisition was in breach of the express and implied provisions of the Land Acquisition Act and was made mala fide as there was already a mosque and that 26 acres is disproportionate to the requirement for a mosque.
