With two decades of legal practice, Yu Lin is a leading authority in large-scale infrastructure projects, renewable energy, and utility developments, complemented by a robust background in corporate transactions and mergers and acquisitions. She brings extensive regional experience to her work, including a notable secondment advising the Myanmar government on the initial phase of the Dawei Special Economic Zone. She regularly advises project sponsors, developers, and government entities on complex, high-value mandates.

Projects/Construction

Yu Lin possesses deep expertise across the energy sector, consistently acting on renewable energy projects. She regularly advises on project structuring, tender documentation, power purchase agreements (PPAs), concession agreements, EPCC contracts, and O&M agreements. Recently, she has been highly active in the digital infrastructure space, advising domestic and international clients on the regulatory frameworks and bulk electricity supply arrangements essential for the development and operation of large-scale data centres in Malaysia.

Corporate/Law reform

Yu Lin also advises on corporate advisory matters, joint ventures, and asset acquisitions across diverse industries including manufacturing, oil and gas, and insurance. Beyond transactional work, she is heavily engaged in public policy and regulatory mandates. She has played a central role in significant national law reform initiatives, working closely with government ministries to draft and review critical sustainability and energy legislation, most notably the Energy Efficiency and Conservation Act 2024 and the Carbon Capture, Utilisation and Storage Act 2025.

Yu Lin is recognised as a “Notable Practitioner” by IFLR1000 for consecutive years in 2024 and 2025. She has also been named a “Commended External Counsel” in Malaysia by the In-House Community (IHC) in 2025.

  • Advising a client on key project documents, namely the shareholders agreement, leases, EPCC Contract and O&M Agreement, pursuant to an LSS5 PETRA 5+ programme, Malaysia’s fifth and largest competitive solar bidding program.
  • Advising RE KM II Sdn Bhd on the drafting and negotiating of an EPCC contract in relation to a solar project under the Corporate Green Power Programme.
  • Advised BGMC and Idiwan on the development of 2 large scale solar power plants under the LSS 2 Programme, covering the relevant project documents such as the power purchaser agreements, EPCC contracts and providing legal support to the solar developers during the implementation phase of the projects.
  • Advised the Government on the drafting of the Energy Efficiency and Conservation Act 2024 and the Carbon Capture, Utilisation and Storage Act, including extensive stakeholder engagement and subsidiary legislation drafting.
  • Advising, drafting and negotiating the joint venture agreement and shareholder agreement between China Harbour Engineering Company Ltd and a major local partner in relation to a joint venture to develop a mixed development consisting of commercial, residential and industrial plots.
  • Advised the Myanmar government on the tender and bid qualifications, and negotiating concession agreements for the initial phase of the Dawei Special Economic Zone project, consisting of several integrated infrastructure developments.
  • Advised a leading Chinese telecommunications company on the legal and regulatory requirements to develop, construct and operate a data centre in Malaysia including advising on the bulk electricity supply agreement with Tenaga Nasional Berhad.
  • Advised Basis Bay in relation to the design, construction and delivery of a data centre as part of Basis Bays’ joint venture partnership with ST Telemedia Global Data Centres to develop, construct and operate data centre projects in Malaysia, specifically Kuala Lumpur and Cyberjaya.
  • Acted as legal and regulatory advisor to support MyPower’s initiative in relation to the ‘Future-Proofing the Malaysian Electricity Supply Industry’ transformation.
