In both the Jill Ireland case and SIB Sabah case, the issues revolve around the decision of the Ministry of Home Affairs allegedly made pursuant to the Printing Presses And Publications Act 1984 (“PPPA”) to withhold and/or prohibit the distribution and/or importation of Christian publications e.g. audio CDs and educational materials for children which contain the use of the word “Allah”. Mr. Lim Heng Seng acted as lead counsel for solicitors in the applications for judicial review against the decision of the Ministry of Home Affairs.
